Company profile for tenders: what ePerolehan, MOF and CIDB registration ask for
To bid for Malaysian government supply and service tenders, a company registers with the Ministry of Finance (MOF) through ePerolehan: RM50 processing plus RM400 registration, valid 3 years. Contractors also register with CIDB, whose grade G1 to G7 caps tender value. O2O Creative designs tender-ready company profiles from RM2,500 to RM8,000 in 2 to 4 weeks.

Which registrations apply to you
Government procurement in Malaysia runs through two main registrations. Which you need depends on what you sell.
| You supply | Register with | Certificate | Where |
|---|---|---|---|
| Goods and services, including consultancy | Ministry of Finance (MOF) | Sijil Akuan Pendaftaran Syarikat | ePerolehan |
| Construction works | CIDB | PPK, plus SPKK for government works | CIMS |
| Both | MOF and CIDB | Both sets | Both systems |
This guide covers what each registration asks for, based on the official documents linked below. It is general guidance, not legal advice. Requirements change, so confirm with MOF and CIDB before you apply.
MOF registration through ePerolehan
The Ministry of Finance’s registration guide, Panduan Pendaftaran Akaun Kementerian Kewangan Malaysia, sets the rules for supply and service companies. Government quotations and tenders are advertised in the ePerolehan system, and all MOF applications are made online there.
Who can register. Entities registered in Malaysia with SSM under the Registration of Businesses Act 1956, the Companies Act 1965 or 2016, or the Limited Liability Partnerships Act 2012, plus cooperatives, societies, professional firms and businesses registered under Sabah and Sarawak law. The field codes you apply for must match the business activities in your SSM records.
Premises. You need a legitimate operating office, owned or rented, shown by a title document or a stamped tenancy agreement. The guide allows a home or SOHO address if you declare it as the operating address.
Supporting documents for a company registered under the Companies Act (Sdn Bhd or Bhd), new application:
- MOF declaration form and company declaration letter
- Letter of authority, where relevant
- Current e-Info or MyData SSM company information
- Stamped tenancy agreement, title, S&P or a utility bill showing name and address
- Latest current account bank statement in the company’s name
- Bank account and cheque signatory confirmation form
- Cheque signatory resolution certified by the company secretary
- EPF contribution statement, for Bumiputera status, special field codes and ICT
- Other licences required for the field codes you apply for
Fees and timing. RM50 processing and RM400 registration, for both new registrations and renewals. The certificate is valid for three years. The service target is 7 to 14 working days for a complete new application, and 60 working days (30 in the Klang Valley) for special field codes and Bumiputera status.
Digital certificate. A registered company receives a digital certificate to transact in ePerolehan. It is free for the supplier administrator for the first three years. Each additional user and each renewal costs RM120 for three years.
Bumiputera status is a separate application. Among other criteria, at least 51% of the equity must be held by Bumiputera, and MOF may verify by visiting your premises.
MOF also runs “Daftar & Lulus” sessions where companies bring complete documents and are helped to register on the spot (MOF media release).
CIDB registration for contractors
Construction contractors register with the Construction Industry Development Board through its CIMS system. CIDB’s document on registration scope sets the structure.
Eligibility for the PPK. Local contractor registration is open to companies incorporated in Malaysia with at least 70% local equity, with higher foreign equity limits for ASEAN and some free trade agreements.
How you are registered. Each contractor is registered by grade, category, specialisation and classification. There are four categories: civil engineering (CE), building (B), mechanical and electrical (ME) and facilities (F). New applicants are generally given B and CE. ME needs technical staff with relevant qualifications, and F is only for companies at G4 and above.
Grades and tender limits:
| Grade | Tendering capacity |
|---|---|
| G1 | Up to RM200,000 |
| G2 | Up to RM500,000 |
| G3 | Up to RM1,000,000 |
| G4 | Up to RM3,000,000 |
| G5 | Up to RM5,000,000 |
| G6 | Up to RM10,000,000 |
| G7 | No limit |
Classification depends on projects you declare from the latest three years, so keep a record of every project with value and dates.
SPKK for government works. CIDB’s SPKK conditions state that the certificate is used only to take part in government and government-linked works procurement, must be submitted together with the PPK, is renewed with the PPK and becomes void if the PPK expires. Grades G4 to G7 may tender nationwide. G3 tenders nationwide with Bumiputera status, otherwise only in its registered state.
What your company profile should show
The registrations prove you are eligible. The company profile helps an evaluator see you can deliver. Keep the two consistent: the same company name, SSM number, address and directors as on your certificates.
| Profile section | What to include for tenders |
|---|---|
| Company background | SSM number, date of incorporation, directors and shareholders |
| Registrations | MOF certificate number, field codes and expiry. CIDB grade, categories, specialisations and expiry. SPKK and Bumiputera status if held |
| Track record | Projects from the last three years with client, scope, value and dates, matching what you declared to CIDB |
| Capacity | Technical staff and qualifications, equipment, premises |
| Organisation chart | Named key personnel, including the people named on your certificates |
| Policies | Quality, safety and environment, with certificates where you hold them |

Common mistakes
- Expired certificates in the profile. Update the registration page every time MOF, CIDB or SPKK renews.
- Project lists that do not match declarations. An evaluator may compare your profile with your CIDB record.
- Files too large for the portal. Prepare a compressed PDF alongside the print version.
- No Bahasa Malaysia version. Government evaluators read BM, so prepare one if you bid for public work.
How we help
We design tender-ready company profiles for contractors, manufacturers and service companies, in English and Bahasa Malaysia. We lay out your registrations and project record clearly, but the facts and certificates remain your responsibility. See our work for manufacturing and corporate clients, our company profile design service, or send your tender deadline through the quote form.
Questions clients ask before they hire us
How much does MOF registration cost?
The Ministry of Finance registration guide lists RM50 processing and RM400 registration for both new registrations and renewals, set under the Fees (MoF Account Registration) Order 2017. The processing fee is not refunded if you cancel after declaring the application.
How long is an MOF certificate valid?
The Sijil Akuan Pendaftaran Syarikat is valid for three years from the date of registration. The MOF guide sets a service target of 7 to 14 working days for a complete new application with ordinary field codes.
What is the difference between PPK and SPKK?
The PPK is the CIDB contractor registration certificate. The SPKK is a separate certificate that lets a contractor take part in government and government-linked works procurement, and it must be submitted together with the PPK.
What CIDB grade do I need?
It depends on the contract value. G1 covers tenders up to RM200,000, G4 up to RM3 million and G6 up to RM10 million, while G7 has no limit. Check CIDB's current table before you apply.
Does a tender require a company profile?
Requirements differ by tender, so read the tender document. Many procurement teams in government agencies, GLCs and large companies ask for a company profile during vendor registration or evaluation, and a clear one helps the evaluator find your registrations and track record.
